    The project was discussed in the 69th  UTTIPEC Working Group-II-B (Retrofitting of Existing Corridor) meeting under the Chairmanship of Addl. Chief Secretary, GNCTD/ Principal Secretary, PWD on 10.08.2018 at 4.00 PM.The background, project details, observations, recommendations of Working Group-II-B meeting are as follows:

    Observations:

    • Traffic Police agree with the proposal since it is pedestrianisation plan and no vehicular traffic is allowed to ply on this stretch during day time. However, it raised the concerned regarding enforcement and management of NMV traffic which has to be looked after by North DMC. Local Police has suggested to provide the police chowkies in sufficient numbers and size should be a as per local police requirement. Thus the design needs to be finalized in consultation with the local police.
    • Representative of Chandni Chowk Sarv Vyapar Mandal (CCSVM) raised the concerned regarding providing more space for NMV and reduction in space for pedestrian movement against the earlier proposal approved by UTTIPEC. It was also mentioned that unrestricted numbers of cycle rickshaw/ e-rickshaws will ply in enhanced NMV lane in uncontrolled manner as it will not be possible for North DMC to regulate the same. The earlier plan (with 8.5m NMV lane for two way movement) approved by UTTIPEC should be implemented as the proposal presented by PSDA has been out rightly dismissed by CCSVM as the concept of pedestrianisation of Chandni Chowk has been defeated and the emphasis is more on NMT lane than excess for free pedestrian movement. Representation submitted by CCSVM during the meeting need to be examined by PWD.
    • North DMC has informed regarding the existing encroachment on this stretch by the hawkers/ vendors and some religious structures which need to be shifted from the carriage way and creation of vending/ hawkers zone at suitable locations on this stretch.
    • Representative from Manushi Sangathan requested to provide NMV parking and NMV drop off zones for smooth flow of traffic. It was further added that entry of NMV should be regulated and there is no need for reduction of NMV lane.

       

    • Officer from SRDC has suggested to explore the possibilities of operating electric buses on this stretch along with NMV as it was earlier provided in the approved plan.
    • Officer from BSES has mentioned that as suggested by the consultants/ PWD various sites visits/ meetings were held w.r.t. shifting and installing of transformers from footpath to the central verge. BSES is agreeable to both the options for installing to transformer on footpath or on central verge. 
    • Officers from Transport Department, Forest Department, DMRC and DJB agreed with the proposal and had no issues.

    Recommendations:

    Street Design Guideline (SDG) of UTTIPEC suggests standard roads and its various elements like carriage way (for movement of MV and NMV), central verge, footpath, MFZ, universal accessibility, service road, public amenities, crossings, traffic calming measures, signages etc. Since this is a special project for transforming mixed type of movement to Pedestrianisation & Non Motorised Vehicle (NMV) movement only thus the SDG will apply partly. Consultant shall incorporate the provisions of SDG wherever possible in letter and spirit. Based on the above observations, Working Group recommended Option- II for consideration of the Governing Body as per Hon’ble High Court direction without uploading on the same on UTTIPEC website for community feedback. PWD is requested to prepare revised drawing incorporating the observations of Working Group for and present the same before Governing Body. Hard copy of the same will be submitted on or before the Governing Body meeting.

    Observations of The 56th Governing Body dated 27.08.2018:

    • As per the Delhi High Court Order dated 19th July 2018 in the matter of Manushi Sangathan Vs GNCTD or Ors after the Working Group meeting of UTTIPEC, a meeting will be convened by Hon’ble LG where all stakeholders will participates and the DPR will be finalized. This meeting will also set out the time lines for implementation of the DPR after taking into consideration the timelines proposed at the meeting held with the Minster on 21st May 2018.

       

    • In compliance of the court direction all stakeholders including petitioner (Manushi Sangathan) and Chandni Chowk Sarv Vyapar Mandal (CCSVM) were invited in Core Group, Working Group and G. B. meetings.
    • Sh. Pradeep Sachdeva (PSDA) mentioned that historically, asymmetrical road is not acceptable; therefore symmetrical road having two carriageways with central verge have been proposed which will facilitate the smooth movement of emergency vehicles, fire tenders, etc. PSDA presented Option-ll of the proposal as recommended by Working Group-IIB. With permission of the Governing Body, Option-1 of the proposal was also presented by the PSDA.
    • Option- I: It proposes 5.5m of carriage way on both sides with central verge of 3.5m. Footpath width is varying on both side i.e. 5m-10m on northern side and 5.5m-11m on southern side. Option- II: It proposes 5.5m of carriage way on both sides with central verge of 2m. Footpath width is varying on both side i.e. 6.5m-13.5m on northern side and 6.5m-13.5m on southern side. Proposal of Pedestrianisation of Chandni Chowk Road (From Red Fort to Fatehpuri Masjid) with NMV from 9.00 AM to 9.00 PM and allowing motor vehicular traffic from 9.00 PM to 9.00 AM only.
    • G.B. desired to provide street furniture at strategic locations as a design intervention to discourage the encroachment on footpaths/ public spaces and also suggested to explore the selection of materials of bollards and pavements in terms of aesthetics, durability and safety.
    • As per the Court direction, Sh. Sanjay Bhargava, President, CCSVM submitted his suggestions/ objections during the 69th WG ll-B meeting dated 10.08.2018 and same was circulated to all the members of G.B. Sh. Bhargava raised the concern regarding providing more space for NMV and reduction in space for pedestrian movement. It was also mentioned that unrestricted numbers of cycle rickshaw/ e-rickshaws will ply on this stretch in an uncontrolled manner as rickshaw movement is regulated by North DMC whereas e-rickshaw by Transport Department, GNCTD.
    • Representative from BSES informed that apart from existing 13 electric transformers, 4-5 new transformers are required to be installed to meet the increasing electricity demand of this stretch and surrounding areas.

       

    • Representative from DUAC suggested to explore the design interventions to conceal the transformers to improve the aesthetics of the area.
    • Governing Body observed that both the options are more or less same with slight change in road geometry i.e. variation in width of footpath and central verge only, though the traffic flow (NMV + pedestrian) of the stretch will remain the same. Moreover, both the options promote and allow pedestrianisation and NMV movement and restrict motorised vehicles (MV) movement from 9,00 AM to 9.00 PM.

     Decision of The 56th Governing Body dated 27.08.2018:

    Based on the above observations, Governing Body approved the proposal of Redevelopment of Chandni Chowk (Red Fort to Fatehpuri Masjid) with both the options (Option-1 and Option-ll) as equally suitable from traffic and transportation point of view. Shahjahanabad Redevelopment Corporation has liberty to exercise either of the two options as per the suitability and local requirement.

    Approval of UTTIPEC is from the planning, traffic and circulation point of view only.

    It is observed that implementing agency should also develop adequate parking space in the neighbourhood.

    The concern of stakeholders regarding management of e-rickshaws/ NMVs to ensure unhindered pedestrian movement should also be addressed.

    PWD will re-submit the option selected for implementation of redevelopment of Chandni Chowk (Red Fort to Fatehpuri Masjid) to UTTIPEC after incorporating the decisions of G.B. along with cross-sections at critical points for the release of approved drawings/ plans.
