    The project was discussed in 68th  UTTIPEC Working Group-II-B meeting under the Chairmanship of Pr. Secretary, PWD on 21.06.2018.  The background, project, details, observations, recommendations of Working Group-II-B meeting are as follows:

    Background & Proposal:       

    A review meeting was taken by Hon’ble LG on 23.03.2018 regarding traffic decongestion of five major corridors identified by Task force. In the meeting it was discussed to study the Rani Jhansi Marg Corridor due to commissioning of Rani Jhansi flyover. As a follow up action, a meeting was held in the chamber of Engineer Member, DDA on 23.04.18 & 25.04.18 to discuss the “Decongestion plan of Rani Jhansi Road stretch from southern toe of Rani Jhansi Grade Separator to Panchkuian T-junction” and “Decongestion plan of area around Tis Hazari Court Complex”, wherein, it was decided that PWD needs to prepare the comprehensive proposal (Long term and Short term) of decongestion of Rani Jhansi road starting from Kashmere Gate Junction to Vande Matram Marg Junction incorporating “Decongestion Plan of area around Tis Hazari Court Complex”. Further to discuss the same, a third review meeting was held in the chamber of Engineer Member, DDA on 09.05.2018. The proposals of PWD were examined by Delhi Traffic Police and agreed with PWD proposal on removal of all existing rotaries and conversion of them into signalized junctions, closure of two median cuts at Mori Gate and at Rajpur road junctions. With suggestions on converting Faiz road into one-way and removal of existing built structure located at the corner of  D.B Gupta Road to improve the left turn road geometry for smooth left turn traffic, it was decided that PWD will prepare combined short term proposal of “Decongestion plan of Rani Jhansi road starting from Kashmere Gate Junction to Panchkuian T-Junction.

    Now, PWD vide letter dated on 01.06.2018 submitted proposals on “short term Decongestion plan of Hardev Sahai Marg & Rani Jhansi road starting from Kashmere Gate Junction to Panchkuian Junction in two parts.

    i)         Stretch from Kashmere Gate Junction to Northern toe of Rani Jhansi Flyover :-

           PWD submitted 3 options to decongest the corridor from Kashmere gate junction to the Northern  toe of Rani Jhansi road flyover where closure of two median cuts were proposed on GT Karnal Road i.e at Mori Gate and at Rajpur road junctions and a U-turn below Rani Jhansi flyover is proposed in all the 3 options. In addition, the following interventions are suggested for each Option separately.

    a)        Option-1: A rotary junction is proposed near the junction of the court road.

    b)        Option-2: A signalized junction is proposed with U-turn near the junction of Court road.     

    c)        Option-3: A back to back U-turn is proposed near the junction of court road.

     

    ii)        Stretch from Southern toe of  Rani Jhansi Flyover (Filmistan) to Panchkuian T-junction:-

     Regarding, southern toe of Rani Jhansi road flyover to Panchkuian Road T-Junction, only one option is submitted in the proposal in which removal of all existing rotaries by converting those into signalized junction and closure of median cuts at Idgah Junction and Ram Kumar Marg junction to prevent right turn movement and proposal of one way traffic movement along the stretch of Faiz road between New Rohtak road and Rani Jhansi roads are proposed.

    Observation:

    •  Option-1 & Option-2 of Corridor from Kashmere Gate to Northern toe of Rani Jhansi road flyover were found to be not feasible. Proposal of rotary intersection of Option-1 may not work for this junction because of high volumes of traffic. For option-2, it is opinioned that a signalized section will not solve the purpose of decongestion.
    •  For Option-3, representative of Delhi Traffic Police raised the issue of ease of turning movement of DTC buses at the proposed back to back U-turn of the proposal. It was clarified by PWD that U-Turn is only for light motor vehicles.
    • In Option-3, PWD was suggested to redesign the junction by improving the geometry near junction of court road.
    • PWD conveyed that regarding existing built up structure at the corner of junction of D.B.Gupta Marg & Rani Jhansi Marg, the plot is under litigation therefore road geometry improvement should be done within available road width.

     

    Recommendation:

    Based on the above observations, Working Group recommended Option-3 of the proposal for uploading on UTTIPEC website for community feedback and accordingly for consideration of the Governing Body. PWD is requested to submit the revised drawing incorporating the observations of Working Group for uploading on UTTIPEC Website.
