    The project was discussed in 72nd UTTIPEC Working Group-II-B meeting under the Chairmanship of Pr. Secretary, PWD on 12.12.2018.  The background, project, details, observations, recommendations of Working Group-II-B meeting are as follows:

    Background:

     

    The proposal for ‘Integrated Transit Corridor Development and Street Network / Connectivity Plan for the Influence Zone of the corridor from Apsara Border underpass to Bus Depot, Seemapuri via Seemapuri Gol Chakkar along Road No. 62’ was discussed in UTTIPEC Core Group meeting on 06.11.2015 and discussed in 58th Working Group-IIB Meeting held on 03.08.2016 in which WG-IIB recommended that PWD will workout the at-grade solution and submit an option for discussion in Working Group meeting.

    Proposals:

     

    The proposal was presented by Consultants of PWD. Following was presented as part of proposal:

     

    1. PWD presented the junction improvement plan of Seemapuri Gol Chakkar with two options.
    1. Option-1:Signalized junction with geometry improvement (footpaths, traffic island etc.) is proposed with removal of existing rotary/ round about.
    2. Option-2:Signalized junction is proposed retaining the existing rotary/ round about.
    1. For the corridor along the Road No 62 and Road No. 70 the consultant has proposed at grade solution with corridor improvement plan as per the existing available ROW and site conditions.
    2. It was proposed to acquire 187 Sq.m. area from IGL Pump Service area at the junction of Road No 62 and Road No. 70 to improve the turning radius for smooth traffic movement.
    3. PWD has also presented an elevated road/ flyover option with two way four lane with 17meter width starting from J&K pocket, Dilshad Garden on road no.62 and ends near Seemapuri Bus Depot on road No.70.
    4. On Road No. 70, removal of the existing round about near Seemapuri Bus Depot was proposed with at grade signalized junction.

     

    Observations

     

    1. The current traffic volume at Seemapuri round about is much higher as per the standard capacity of the rotary junction. Hence, rotary with signalized junction was discarded and option- 1 i.e. signalized junction with removal of existing rotary/ round about was agreed upon.
    2. PWD will approach IGL for acquisition of proposed area required to improve the turning radius at this junction.
    3. Director (Plg.) Zone-E, DDA strongly objected for any proposal for elevated road/ flyover for this stretch as the required road width for smooth turning of flyover as per standards is not available and it was also highlighted that no access, lighting and ventilation will be left at grade for the existing properties on this stretch. It was also highlighted that if PWD will be able to acquire the land for flyover then at first phase at grade improvement has to be worked out.
    4. DCP (Traffic) presented the video of traffic condition of this corridor and it was submitted that there is an urgent requirement to take up the work of at grade road improvements and specifically at the junction of IGL pump which is creating bottleneck for turning traffic and buses.
    5. PWD will examine the shifting of Bus Depot entry/ exit gate which is creating traffic jams due to entry and exit of buses from Depot.

     

    Recommendation:

               

    Based on the above observations, Working Group recommended the following:

     

    1. Short term proposal:

    PWD will submit the short term proposal of at grade solution to UTTIPEC with the details of the quantum of land to be acquired from Bus Depot at the junction of Road No. 62 and Road No. 70 and removal of encroachment in at-grade solution. Modified proposal will be uploaded on UTTIPEC website for community feedback for 30days and accordingly for consideration of the Governing Body.

     

    1. Long term proposal:

    PWD will work out the long term solution plan considering the existing and proposed traffic scenario considering the following:

    1. Worked out the area details for quantum of encroachments and quantum of land required to be acquired with ownership details, numbers of effected dwelling units.
    2. Realignment of Central Verge of the road with proper justification.
    3. Geometry has to be followed as per the IRC design standards.
    4. A simulation study has also to be conducted by PWD to check the real time traffic scenario.

     

    A fresh proposal for long term solutions after incorporating the above recommendations will be submitted to UTTIPEC for consideration of Core Group/ Working Group/ Governing Body.
