    The project was discussed in 73rd UTTIPEC Working Group meeting under the chairmanship of Pr. Secretary, PWD held on 09.05.2019. The background & proposal, observations and Recommendation of the Working Group –IIB meeting are as follows:

    Background & Proposal:    

    PWD proposal is regarding construction of ROB/ RUB on Railway crossing No.LC-12 (Delhi-Ambala line) on Khera Kalan to Khera Khurd Road. Delhi- Ambala Railway line is passing between the settlements of Khera Khurd and Khera Kalan villages. Both the villages are characterized with industrial activities ranging from medium size industries to small scale industries which influence the types of vehicular composition of the area significantly. Commercial vehicles like heavy cargo trucks, Light Commercial Vehicles (LCV), tempo ply on the local village roads with varying width from 7 meters to 12 meters. These vehicles upon reaching the at-grade existing railway crossing end up creating a long vehicular queue hampering the vehicular movement. At this railway crossing grade separator is required as per Indian Railway Circular.

    Following 3 options were presented by the consultant of PWD:

    Option-1:Both ROB & RUB on Railway Crossing on Khera Khurd road. ROB is required for efficient movement of through traffic whereas RUB is required to segregate the local traffic of Khera Kalan from through traffic. The existing drain is retained without altering its geometrics. The RUB box is proposed below the level of existing drain.

     

    Option-2:Both ROB & RUB on railway crossing on Khera Khurd road. ROB is required for efficient movement of through traffic whereas RUB is required to segregate the local traffic of Khera Kalan from through traffic. In this option existing drain is diverted towards Khera Kalan colony with slope of 1:100. Existing drain running along the road is proposed to be shifted below the proposed footpaths.

     

    Option-3: Either ROB or RUB on railway crossing Khera Khurd road. The existing drain is retained without altering its geometrics.

     

    Observation:

      i.             PWD informed that Railway guidelines states that while making proposal for through traffic on Level crossing, separate provisions for local movement of vehicles should be provided in view of the safety and comfort of local residents and users.

     ii.             PWD will take required necessary approval from the concerned agency with respect to construction of RUB box below the existing drain.

    Recommendation:   

    Based on the above observations, Working Group recommended Option-I of the proposal for uploading on UTTIPEC website for community feedback for a period of 30 days.
