    The project was discussed in UTTIPEC Working Group-II-B meeting under the Chairmanship of Secretary, PWD on 08.09.2017.  The background, project, details, observations, recommendations of Working Group-II-B meeting are as follows:

    Background and Proposal:

       The project corridor is a part of NH-10 and starts from Jwala Heri Market Red light to Jwalapuri Red light and connects various residential areas such as Punjabi Bagh, Mundka, Paschim Vihar, Nangloi and other important areas.  Peeragarhi is the major intersection on Outer Ring Road.

      Based on the traffic survey, Project Manager, Flyover F-1, PWD, GNCTD and their consultants presented four options, which are as follows:


       Provision of at-grade improvements as per Street Design Guidelines.


      Provision of continuous four lane divided underpass starting at Udyog Nagar Metro Station and ending at Paschim Vihar West Metro Station on NH-10.


       Provision of underpass at Peeragarhi junction on NH-10 alongwith two grade separators at the junction of NH-10 - Chaudhary Balbir Singh Marg and between Udyog Nagar and Peeragarhi Metro Station.


       RoB extension on Outer Ring Road alongwith two right turning loops for traffic from Mangolpuri to Mundka and Mundka to Janakpuri.


    •           Representatives of UTTIPEC mentioned that as per the report submitted by PWD, GNCTD, the existing level of service of Peeragarhi junction is more than 1.0 and hence already saturated.  Further, addition of the proposed loops will allow signal free flow of vehicles on Outer Ring Road but will further add congestion on the existing flyover (Outer Ring Road) at Peeragarhi junction.
    •           The proposed alignment of slip road from Mangolpuri to Punjabi Bagh should be planned in consultation with DMRC and HUPW, DDA as the site is proposed for Community Centre.
    •       Representatives of DMRC mentioned that they have proposed Phase-IV of metro alignment along the existing RoB on Outer Ring Road.  Accordingly, the proposed widening of RoB needs to be planned in consultation with DMRC.
    •        Traffic circulation and diversion plans during construction to be prepared by PWD in consultation with Delhi Traffic Police.
    •        On surface and underground utilities which needs to be shifted due to the proposed schemes are to be mapped on the proposal by PWD, GNCTD in consultation with the concerned stake holders.

    Based on the above observation, Working Group recommended the following:           

    •       It was agreed that an at-grade solution to be worked out with proposed slip roads for traffic turning left from Punjabi Bagh to Janakpuri and Mangolpuri to Punjabi Bagh.
    •      Proposal of widening of RoB on Outer Ring Road was recommended in consultation with DMRC.
    • Signal timing and phasing to be prepared for all the junctions by PWD, GNCTD in consultation with Delhi Traffic Police.
    •    In view of the above, PWD, GNCTD to submit the revised drawings by 20th October, 2017 for uploading on UTTIPEC website for community feedback.
